Most goons will be at Adelaide Supply Depot 49, a zone premarked by the game.

SRX players are usually at Adelaide or Zssaeo 3, the low-level space zone.

EDIT: As of 11th of February, 2007, neither goons nor SRX players have been sighted anywhere for quite a while. On the other hand, there is, at the very least, a team called Londo-Bell for Zeon and Blue_Banshees for the Earth Federation. IRC is, though, the easiest way to contact people right now.
